Update on releases and Restriction Orders under the Internal Security Act

1. Three Jemaah Islamiyah (JI) members were released from detention in Feb and May 2014 after they were assessed to no longer pose a security threat that required preventive detention.  They are Sahrudin bin Mohd Sapian (Sahrudin), Mohamed Rafee bin Abdul Rahman (Rafee) and Mohamed Rashid bin Zainal Abidin (Rashid). 

2. Sahrudin and Rafee were JI members detained under the ISA in Feb 2012.  They had undergone terrorist training in Afghanistan in 2000.  Both men were released from detention and placed on Restriction Orders (RO)[1] on 24 Feb 2014.

3. Rashid, who was detained under the ISA in May 2006, was a JI member who had undergone terrorist training in south Philippines.  He was released from detention and placed on RO on 26 May 2014.

4. The ROs against four JI members and one self-radicalised individual were allowed to lapse between Jun 2014 and Apr 2015.  The JI members were Ab Wahab bin Ahmad, Syed Ibrahim, Ibrahim bin Mohd Noor and Jahpar bin Osman, while the self-radicalised individual was Muhammad Thahir bin Shaik Dawood.  All five men had been cooperative and responsive to rehabilitation efforts.

^[1] A person issued with a Restriction Order (RO) must abide by several conditions and restrictions. For example, he is not permitted to change his residence or employment, or travel out of Singapore, without the prior approval of the Director ISD. The individual issued with RO also cannot issue public statements, address public meetings or print, distribute, contribute to any publication, hold office in, or be a member of any organisation, association or group without the prior approval of Director ISD.
